Affordable Housing

The cost of housing in Utah has grown far faster than wages, and first-time homebuyers are feeling the squeeze. As a legislator, I am committed to free-market solutions that increase supply and fluidity in the housing market, so the dream of homeownership is within reach again for young families. I support municipal policies that allow accessory dwelling units in existing homes, with appropriate standards to protect privacy and living conditions for tenants. Public policy should also not stand in the way of multigenerational households choosing to remain together. I will work to limit the influence of large, speculative real-estate investment ventures that have previously distorted housing prices in Utah. I support the creation of lower-cost housing options for new buyers, while preserving the character and stability of existing neighborhoods.

Water

Utah is a naturally arid state, and growth is an inevitable reality. Preserving the beauty of our communities while ensuring reliable water resources for families, farms, and businesses requires serious leadership and a willingness to work together. Government must work in partnership with agriculture to incentivize efficient water use — investing in infrastructure that delivers water more precisely and encouraging crops that require less water — while keeping farms viable. The Great Salt Lake must receive a guaranteed inflow, not just receive only the water nobody else wants. I support incentives that help homeowners adopt smarter irrigation practices without heavy-handed mandates, including water-wise landscaping and reducing unnecessary turf. Utahns don't want to fight over water. They want leadership that keeps us from having to, by promoting fairness, shared responsibility, and careful stewardship of our limited resources.

Free Market

As a former missionary for my church, I lived in central Russia in 1995, where I witnessed firsthand the detrimental effects that communism can have on economic progress, as well as the rapid improvement in living standards that followed the introduction of free-market capitalism. During those two years, I developed a strong conviction that free-market economics produce the best outcomes wherever competition and normal market forces can operate. At the same time, I also saw how unfettered and unregulated capitalism can lead to severe inflation, health and safety risks, ethical abuses, and a runaway class divide in which wealth becomes concentrated in the hands of a few. The government's proper role in regulating commerce is to ensure that the free market drives innovation and opportunity while allowing the rising tide to lift all ships. Where markets can regulate themselves, government should stay out of the way. When oversight is necessary, it should be applied carefully and fairly to avoid "picking winners," prevent favoritism, and maintain a level playing field for businesses of all sizes.

Education

The single greatest determinant of long-term prosperity in a community is the education of its people. We must ensure that our public schools and state institutions provide the best possible education for Utahns at all levels. Teacher salaries must be competitive with other states to retain high-quality educators and prevent talent from leaving the profession or the state. Our education system works best when decisions are made locally, clear expectations are set by the legislature, and students are prepared for college or careers, without turning classrooms into ideological battlegrounds. When political or civic topics are discussed in classes where they are appropriate, teachers have a responsibility to approach those discussions in a spirit of open-minded and honest inquiry, acknowledging different persepectives and allowing students to form their own conclusions rather than promoting a single ideological viewpoint.

Constitutional Checks and Balances

Our government works best when checks, balances, and controls are built into the system to prevent overreach and corruption by elected officials and appointees. I am committed to maintaining those safeguards where they exist, and strengthening them further when experience has shown they are insufficient to prevent abuses of power. The judicial branch must be free to exercise its constitutionally vested authority to check the power of the legislature and executive without fear of retaliation, political pressure, or impeachment for unpopular decisions. I support the ballot initiative process as a check on the power of the legislature, especially in matters where the legislature itself has a conflict of interest. I will support policies that prevent bias from undermining the objectivity of government institutions, even when doing so works against my own political interests.

Governmental Reform

As a legislator, I will promote reforms that are proven to foster good governance and reduce corruption.

• I support term limits for many elected offices.
• I support campaign finance reform to limit the improper influence of money in our political process.
• I support voting methods that reduce tactical voting, eliminate the spoiler effect, discourage extremism, and encourage broader civic participation — including modern alteratives to winner-take-all elections.
• I support converting non-ideological elected offices such as Clerk, Auditor, and Attorney General into non-partisan offices to prevent partisan bias from affecting these roles, which has unfortunately occurred in Utah from time to time.

Gerrymandering

Gerrymandering is an unethical practice that violates the principles of representative government by deliberately distorting electoral maps to dominate and silence regional majorities. Arguments that "other states do it" or that we must fight fire with fire are cynical and take a moral low road that corrodes democratic legitimacy. An increasing number of states are recognizing the democratic harm caused by gerrymandering and are adopting systems in which nonpartisan bodies draw voting districts using clear criteria proven to produce fair outcomes. Utahns should be proud of Proposition 4 and remain on the right side of history by participating in this broader movement toward fair maps and truly representative government.

Immigration

Immigration is one of the most emotionally charged issues facing our nation, but it is also one where Utah has shown that principled, practical leadership is possible. I support The Utah Compact as a principled framework for approaching immigration because it reflects both the rule of law Utah's tradition of compassion and civility.

The Utah Compact recognizes that we must secure our borders and enforce our laws while respecting the dignity and human rights of every person. I support ICE's role in enforcing federal immigration law, while believing that local law enforcement should remain focused on protecting public safety rather than routine civil immigration enforcement. Public policy should avoid unnecessarily separating families, and should strive to enforce the law with due process and compassion.

Utah benefits from the contributions of hardworking immigrants, and our nation should provide streamlined legal pathways for people who want to work, contribute, and become part of our communities. Above all, we should approach this issue with respect, civility, and a recognition of our shared humanity, even when we disagree.

Integrity

My first duty is to the truth. I strive to be honest in all my dealings, and am committed to transparency when acting in my capacity as a public servant. I would rather lose than cheat or compromise my integrity.

Freedom

I fight for the rights of life, liberty, and the pursuit of happiness granted to us by our constitution. I support freedom of speech, even when I disagree with what is being said. I support freedom of the press as the fourth estate of our government, whose constitutional role it is to be a check on the power of the government by exposing wrongdoing and abuses of power without threat of retaliation. I support freedom of religion. I believe in our nation's historic role in opposing tyranny and advancing the cause of freedom around the world.

Civility

I can disagree without being disagreeable. I do not villify others because of their political views. When others present opposing views, I am respectful of those views and seek understanding. I believe in the American tradition of a peaceful transition of power, including the time honored tradition of calling an opponent to concede a race and congratulate them on their victory. I encourage supporters to have faith in our election system and abide by the results of elections.

Transparency

A healthy democracy depends on an informed public. Utahns deserve clear, accurate, and accessible information about the actions of their government. People should be able to rely on nonpartisan, unbiased sources to understand the public actions of their elected officials. Ballot initiatives and constitutional amendments should be summarized on the ballot by Utah's independent, nonpartisan Office of Legislative Research and General Counsel, so voters can make informed decisions based on neutral and accurate information. I condemn the legislature's efforts in 2024 to mislead voters through biased and confusing ballot language for Constitutional Amendment D, as well as related actions taken to undermine the will of voters expressed in the 2018 passage of Proposition 4.

Financial Integrity

I will not exploit public office for personal enrichment, such as insider trading or steering contracts to myself or friends or relatives. I will earn income only through transparent and legitimate means consistent with the public trust. I will avoid even the appearance of impropriety, avoid all conflicts of financial interest, and abstain from voting where such interests arise.

Human Rights

I support individual civil liberties, and respect the rights, dignity, and equality of all people regardless of race, religion, or sexual orientation.

Humility

I never compromise my principles, but on issues, I am open to the possibility that my way is not the only way or even the best way forward. I am willing to listen to others and consider other perspectives.

Science and Evidence-Based Reason

I seek knowledge about history, science, and world events. On any issue, I work to become well-informed using consensus data from studies that use sound scientific principles to limit the effects of bias. I avoid sensationalized stories, and am cautious about jumping to conclusions based on limited information. I support government investment in science and research.

Fairness

I seek to provide all people with an equal opportunity to succeed, even though outcomes will vary. In any given situation, I consider all perspectives and work toward solutions that are just and fair to all parties. I despise injustice, and work to correct it wherever it may exist.

Representative Government

I advocate for laws and democratic systems that allow all Americans to be representated by their government, even those with views that differ from mine. I will strive to represent my entire constituency, not just those of my party or those that voted for me. I will work to persuade others to my point of view, but never to disenfranchise them or silence their voice.
